User plane control plane split is a concept in 5G and also limitedly used in 4G EPC in the PGW. Now when voice is transferred from 4G to 3G, the entire session is transferred to CS domain where user plane and control plane are maintained together.
If you add a slide of call flow using all the parameter in ladder pattern would be more clarity for us like STN-SR,C-MSISDN etc...Thanks for graphical vdo.

VoLTE establishes IMS SIP sessions to set up voice call. Now when user moves to non 4G coverage area i.e 3G or 2G area, SRVCc handover the call to CS path via MSC to IMS and the data sessions are transferred to sgsn/ggsn. Now voice over circuit switched network in 2G/3G probably don't use SIP. But if there is VoIP call then SIPs should be transferred as well by virtue of SRVCC.

IRAT fails everything fails Call drop.....Optimization is only solution.....I mean you are telling SRVCC fails, that means all 3GPP Rel 8, 10 fails nothing works?
These are measurement of Signal Strength , Neighbors , Current Cell id Stats , and UE Side Radio information which are sent by UE towards Network . On basis of these parameters , EnodeB can take informed decision whether to trigger handover or Not ?

You would be dropped. You can be in roaming mode if the Jio MME and other operator MSC have an interface validating and controlling roaming.

I think we need to disable DRX feature in the network......mostly focussing on rural areas, if the CDR arising from those loops.
