Electroconvulsive Therapy (ECT) has not been banned at all, it's considered to be one of the most effective techniques for chronic mental illness. From my experience though, it should be banned.

Vanderbilt University Hospital is where I stayed recently due to several strokes, I am only 38 and was in the ICU for several days before heading off to rehab. It's a very good hospital, one of the best in the country and I hate to hear that it had such horrible associations. It's a really good teaching hospital as well.
