One game that I played did starting spawns in a pretty nice way. They made you start with more resources depending on how quickly you put your spawn in place, so if you put your spawn at the last second you'll have way less than someone who put their spawn there right at the beginning.

easiest Solution for the AFK spawning from a development side - Simply.. if they didnt pick a spot, when the timer ends, they get placed into spectator mode. - no more "afk" spawns

Have to imagine people stop playing it because it is bad to play. Its ok to watch but mechanically its pretty bad. If you have less numbers you lose. There is no real strategy in that. They need to add dynamic ways for defending to be more impactful than just attacking. Once your number dips below theirs you might as well just leave the game. Perhaps different types of land that add benefits to attacking or defending. For example mountain ranges that are hard or even impossible to pass. You aren't going to send an army across the sahara desert either.
