From what I know a left handed pitcher can lift his leg, then look at first to pick off, once he makes a move to home then he has to pitch home, he didn't make a move, he just lifted his leg.

TexBoyGamer He definitely made a move towards home. You can tell because his legs are farther apart when he puts his leg down to throw to first than when he was in his set position; his right leg was closer to home, and thus a move to home was made. If he had stepped towards first base, that would be a different story. But he tried to put his leg straight down and it didnt work.

***** As long as he didn't move his leg more than half of the way towards home it is not a balk. He has 45 degrees of movement towards home before it is considered a balk. I couldn't tell if he rotated that far however
