Yes, they didn't ask to be attacked by Hamas on Oct 7, didn't ask Hezbollah to join that attack on Oct 8 (while there were still Hamas fighters in Israel), and it didn't ask Iran to support those attacks. However, collectively those attacks amount to a regional war against Israel, and so it is now free to participate.
