Both these small bags and the larger ones containing 1000 note are heat-sealed for security whether a Federal Reserve or a commercial package. However, regardless of whether the notes are new or circulated, and regardless of whether the latter have Federal Reserve or commercial packaging, all the paper money and coins is distributed to the commercial banks, credit unions, etc. by the Federal Reserve Bank of the district in which the commercial bank is located. In the days before the late 1970s/early 1980s, notes were packaged in long 4000-note "bricks" wrapped in brown paper with a metal band and a label at each end. Since then, the notes have been packaged in 1000-note bar-coded shrink-wrapped bundles. At the BEP, four of these are packaged end-to-end to form what they again call a "brick" and four of these bricks are packaged (2 x 2) to form a "cash pack" which contains 16,000 notes inside a thicker shrink wrap with appropriate labels. As the BEP says, there is an additional level--40 cash packs are put on a pallet and the whole thing shrink-wrapped and labeled, and this is a "skid" (containing 640,000 notes) which is what is shipped to the Federal Reserve Banks. (I assume it's effectively impossible for an individual to obtain a skid or even the packaging components of one.)
I can see why people think this is fake. They see the serial number but they only look at the first 4 and assume they all have the same number on them. In reality, when you order money, it comes in order with nearly the same serial number.
