Please don't delete this comment. Until yesterday, hardly anyone had heard of Sardar Akhtar Mengal. Now, after he made a thinly veiled, outlandish statement against all the past government policies, in particular the army, his name continues to be splashed on all of the Utube channels as if driven by the same hidden hand. This is particularly interesting since nothing he said is original. The real problem of Baluchis is not the army, Punjab or anyone else who have nothing to gain from it. It is the saradri system, its perpetrators and supporters who stand to lose the most. It is they who have prevented democratic institutions from developing and the power devolving to the people.
'We need to get our facts right; first, Gwadar was never a part of Baluchistan Province. It belonged to the Sultan of Oman who sold it to Pakistan in 1958. Secondly, ethnic Balochis only form 40% of the total population of Baluchistan Province. The rest are mainly Pashtoon, Sindhis, Punjabis, Brahuis, Makranis, etc. There are more ethnic Baloch in Sind and Puniab than there are in Baluchistan Province where they are divided into more than eighty different tribes and subtribes. These too remain at loggerheads with each other over land, pasture, water and other such issues. To describe the recent pre-planned, systematic killings of innocent civilians as a struggle for independence is a travesty based on ignorance. In the remote event it succeeds, its outcome can only be perpetual inter-tribal warfare. We have to stop and think which sane person would prefer that over peace, security and stability inside Pakistan?
'As to the present situation, it too is the product of ignorance. The actual number of terrorists that are active in Baluchistan, in their admission, is not much more than one thousand, paid and supplied by the enemies of Pakistan (Please see Sarfraz Bangalzai on Mr. Safi’s program, ‘Jirga’). To suggest that these represent the wishes of all the Baloch people is a travesty especially when you consider that they too are divided into different uncoordinated groups. If they have succeeded in creating a seemingly alarmist impression, it can be only for two reasons. The first of these is the gross ineptitude of the administrative machinery and its inability to anticipate and act in time. Secondly, the dubious role played by our blind leading the blind media stalwarts in misinforming the people as to the reality and the true nature of the situation. That being so, whose purpose are they serving?
'About the sharing of natural resources, the nearly completed Kachhi Canal will bring well over a million acres of barren land in Baluchistan under cultivation with water from the River Indus. By the same logic, why should the other three provinces continue to share this increasingly precious resource with Baluchistan? In its absence, how will the latter feed its people? The majority of its population is not ethnic Baloch. Don't they have a say in these matters? Why should the media insist on presenting a few misguided and misinformed sardars and naive, inexperienced youth as arbiters of the province's fate and not the majority of its land in Baluchistan under cultivation with water from the River Indus. By the same logic, why should the other three provinces continue to share this increasingly precious resource with Baluchistan? In its absence, how will the latter feed its people? The majority of its population is not ethnic Baloch. Don't they have a say in these matters? Why should the media insist on presenting a few misguided and misinformed sardars and naive, inexperienced youth as arbiters of the province's fate and not the majority of its population?'

دیکھیں آپ کو صحیح بات جو بلوچستان کی سمجھ نہیں آرہی کہ بلوچستان کا اصل مسلہ ہے کیا۔ میں آپ کو بتاتا ہوں کہ جو بات بلوچستان میں رہ کے پتہ چلی۔ ایک تو وہ تھگڑہ سرداری نظام تھا جس میں ایک سردار اپنے علاقے کا بادشاہ تھا۔ اس کو substitute کردیا گیا ۔ اس سردار کے پاس اتنی طاقت تھی جو ایک وائسرائے کو حاصل تھی۔ اس میں علاقہ کے انتظامی حالات، امن، کلچر، رواج اور معیشت اس کے ہاتھ میں ہوتی تھی۔ اور اس سے بڑھ کے وہ ایک قاضی و قزا کا اختیار رکھتا تھا۔ آپ نے انہیں تو substitute کر کے نا اہل انتظامیہ بنائی ۔ جن کا مکمل اختیار ہو ہی نہیں سکتا۔ بلوچستان کا بلوچ ایک کلچر میں چلنے والا انسان ہے وہ دوسرے کلچر پنجابی،یا پشتون تو دور کی بات ہے وہ سندھ میں رہنے والے اور پنجاب میں رہنے والے بلوچوں سے بھی بلکل جدا ہے۔ وہ اپنے علاقہ کے جغرافیہ سے جڑا ہوا ہے۔ میں اکثر ایسے بلوچوں کو بھی جانتا جو سالوں میں بھی تو کیا اپنی پوری زندگی میں بلوچستان کا دارلخلافہ کویٹہ بھی دیکھ نہیں پاتے۔ مسلہ یہ نہیں وہ ریاست کے خلاف ہے بلکل نہیں۔ مسلہ یہ ہے کہ اسے بلوچستان کے انتظامیہ نے مکمل طور پہ مایوس کیا ہوا ہے۔ انتظامیہ کی نا اہلی کا اندازہ اس بات سے لگا سکتے ہیں کے سرکاری اسکولوں میں سالہ سال اساتذہ غیر حاضر اور ڈاکٹر ہسپتال میں نا پید ہیں۔ اکثر انتظامی افسران تو اپنی آبائی علاقوں میں ڈیوٹیاں کرنا پسند ہی نہیں کرتے کسی نا کسی طرح سے وہ کویٹہ میں تبادلہ کرا لیتے ہیں۔ چاہے وہ ڈاکٹر ہو، استاد ہو، کلرک ہو، شہری دفاع ہو، حتاکہ ڈی سی کا چوکیدار بھی اس وقت اپنی ڈیوٹی چھوڑ کے کویٹہ بیٹھا ہوا ہے۔ دوسرا سب سے بڑا مسلہ مسلسل بیروزگاری ہے۔ بلوچستان کا باشندہ بھی کھانا کھاتا ہے، اسے بھی ذندہ رہنے کے لیے اناج کی ضرورت پڑتی ہے۔ ان کے پاس نا ہی کوئی انڈسٹری ہے اور نا ہی کو ایسا پلیٹ فارم جس کے ذریعے وہ اپنا روزگار بنا سکیں۔ فقط صرف اور صرف سرکاری نوکری ہی بچی جس میں تعینات ہونے کے لیے اسے پیسوں کی تجوریوں کا منہ کھولنا پڑتا ہے جو ہر ایک کے بس کی بات نہیں۔ اسی کوئیٹہ میں بہت سے افغان مہاجرین جو جمعہ جمعہ چند سال ہوئے ہیں اپنی ولدیت تبدیل کروا کے پاکستانی باشندے بن گئے اور پیسے کی ریل پیل کے ذریعے بلوچستان کے عالیٰ مناسب پر براجمان ہیں۔ تو کیا بلوچ اتنا بے حس تو نہیں کہ وہ ان چیزوں کی حدت کو محسوس نہیں کرتا۔ میں اپنے بہت سے ایسے دوستوں کو بھی جانتا ہوں جو سی ایس ایس لیول کی قابلیت رکھتے ہیں لیکن اس بدقسمت صوبے میں انہیں کلاس فور کی نشست بھی نا مل سکے کیونکہ وہ اس کرپٹ کلچر کو پس پشت ڈال کہ محنت اور مسلسل محنت پہ اعتماد کرتا۔ لیکن ریاست کے نمائیندے اسے یہ بات بار بار باور کرواتی ہے کہ حقوق مانگنے سے نہیں ملتے اسے چھیننا پڑتا ہے۔ آپ ان ایم پی ایز کو الٹا تو لٹکا کے تلاشی کریں آپ کو پتہ لگے گا کہ انہوں نے بلوچ عوام کا استحصال کر کے کتنا پیسہ نچوڑا کے۔ اربوں کی جائیدادیں ، کھربوں کی ذمین یہ وہ ایم پی ایز ہیں جنہوں نے سیاست میں آنے سے پہلے اپنا ذاتی مکان تک نہیں دیکھا ہوا تھا ایک دم سے پیسہ کیسے آیا۔ حقیقت میں اس نے بلوچوں کا استحصال کرکے ہی سب کچھ بنایا، اس کا بہترین حل یہ ہے کہ فلفور بلوچستان میں گورنر رول لگائیں۔ یکساں ترقیاتی نظام کو شروع کروائیں بھلے جو بھی کرواتا ہے۔ بلوچستان میں اگر آپ بہترین مدد کر سکتے تو ایک بار اس فصلی بٹیروں سے جان چھڑا کے دیانتدار قیادت کو سامنے لانے میں مدد کریں۔ میرا ذاتی طور پہ سرفراز بگٹی صاحب آئیڈیل ہیں کیونکہ ان کا بہترین کردار بلوچوں اور اسٹبلشمنٹ کے درمیان ایک بہترین ذریعہ بن سکتا ہے۔ واللّٰہ میں سرفراز بگٹی کا کوئی کارکن نہیں اور نا ہی میرا دور دور تک اس بات سے بھی کوئی تعلق ہے لیکن مجھے پورا اندازہ ہے کہ اگر سرفراز بگٹی کی قیادت میں انہیں وقت اور سہولت کاری کی جائیے تو بلوچستان میں آپ آنے والے وقت میں بہترین تبدیلی دیکھیں گیں۔ ان کی شخصیت میں جھوٹ اور دھوکہ نہیں ۔ سیدھی بات کہنے کے عادی ہیں چاہے کسی کو بری لگے یا اچھی ۔ میں نے ان کے رویہ اور اصلاحات سے ایک بات نمایاں پائی ہے کہ وہ جتنا درد اپنی قوم کے لیے رکھتے شاید کہ کوئی نیشنلسٹ پارٹی کا کارکن رکھ پائے۔ ان کی ایک بات جو مجھے سچ میں متاثر کرتی کہ انہوں نے یہ سچ کہا کہ بلوچستان میں کوئی بھی علیحدگی پسند جماعت کا ایجنڈا بلوچستان میں مزید خون بہائے گی۔ ہاں انتظامی طور پہ اختلاف کرسکتے احتجاج کر سکتے لیکن ہتھیار تو کوئی بھی حل نہیں۔ آپ سب بلوچوں کو میں یہ سمجھا نے نہیں آیا کہ سرفراز بگٹی اچھا ہے یا برا لیکن آرام سے بیٹھیں۔ اس بات پہ غور کریں سمجھیں کہ یہ کہ کیا رہیں ہیں۔
