It wasn't until I went abroad and started learning about how car-dependent North America and other countries are that I realized access to public transport and drunk driving related incidents go hand in hand. Like reducing drunk driving through harsh fines, revocation of your drivers license, and jail time is cool but also it would make as much of an impact if not greater if you made it so people didn't have to drive to a place to get drunk.

The alcohol take at the end plus his 90's maxing restaurant take just reminds me of my study abroad in a small German town where my classmates and I would walk around to find places to eat and day drink in the park on weekends. NL is onto something that was a top tier summer for me.

Yeah, that’s true but it’s hard to make a meaningful comparison and come away with “oh if we just add X or remove Y, we will get a benefit we see in Japan without other consequences”. For example, to a certain extent Japanese culture runs on shame and a strict hierarchy that Americans would never accept. American culture is a fundamentally international culture; when you look at a lot of the mannerisms of Americans, many come from the fact that we’ve always been very diverse and don’t always understand each other. Americans have big smiles and exaggerated expressions, speak loudly, and generally communicate in a more direct and clear way. Whereas Japanese subtlety (linguistically, body language, socially) is built for a culture where everyone knows their place and clearly understands each other. This is also why uniforms are so common in Japan, Japanese culture values stereotypes and easily identifying who you are in relation to them. Anyway, my point is just that America will never be Japan and Japan will never be America. Culture and behavior are deeply connected and hard to untangle. The closest thing I’m personally aware of to an American-Japanese hybrid culture is Taiwan but that has a ton of historical Chinese and indigenous influence all its own.
Idk about that everyone in japan is required to have the shutter sound on their phones on at all times because voyeurism (especially against young women and teen girls) and sexual harassment are so prevalent on public transportation, every culture has flaws and japan has a very dated view on sexual abuse in law and Public opinion.
Japan also has a homogenous society with singular cutures, ways of life, expectations, (dare i say races of people/ethnic groups) etc. Whereas north america is ine big cultural and ethnic melting pot where you can have hundreds of differenf cultures and ways of life being taught to the next generations based on a premise of hyper individualism

I'd say that for every one person who actually just grabs half a stack of napkins and puts it in their purse/pants (which is hoarder/scarcity behavior, not necessarily anti-social behavior), there are usually a hundred people whining about what MIGHT happen if the default way to treat humans is like they're human beings.
In reality there often aren't that many people that would abuse them. It's not the abusers that make it impossible to have it, it's the complainers blocking it from existing at all.
