In Logon tab, where you'll update password, validity etc. In Groups tab, you can assign user group to user to segregate the user Let me know if ur ok!!
BASIS team will close the client settings for any cross client changes, whenever cross client changes required.. Based on the proper approval BASIS team will open the client setting under SCC4. Hope you understand..

What is the difference between GROUP tab in LOGON DATA screen & GROUP tab in SUO1 screen

I have a doubt .i created a new client by scc4 after creating the client .how to create a user in that client.
You need to login into the new client using SAP standard user id SAP*
