I am a web designer for my scout troop and editing the huge number of pics is routine for me. It's a little easier because I'm not so attached to them; I just choose what looks best.
It was a little harder to do this for my daughter's wedding with 550 pics for the wedding and the reception! I did cut almost 10%, which helped. I also put the deleted ones in a separate folder in case I need them. Once, the photos are online I can really delete the deleted ones.

Laura, I was having heart palpitations watching you delete photos. That's why you have 20 & I have 20,000 on my current phone. I always feel bad if I delete a picture. I'm always afraid that something is going to happen to my pics & I'll be happy if it was a blurry one or not my favorite. Maybe one day I'll get there. 😵💫

When it comes to monstrous amounts of digital files (be it photos or scientific papers or ebooks or whatever), my best way to go is to pick my favorites and put them into a new folder - and then just delete the old folder. At the beginning and inbetween I just scroll through and trash the obvious files like blurry pictures, to reduce the amount I actually have to deal with. I love your idea to think: woud I like to frame this? because it's what I believe "curator thinking". When it comes to stuff, I love to see myself as a curator, who only owns favorites, which helps me personally a lot with letting stuff go.
I've been doing that with vacation photos. My husband and I used to take 6 week road trips so you can imagine the number of photos! It's much easier to move the keepers.
Another thing you can do with photos is turn on the "live" setting if you have an i-phone. Those photos can be edited and sometimes a photo is perfect except someone's eyes are closed. With the live setting, you can edit and find the blink where they've opened their eyes again. We took a Christmas photo one year and everyone looked great, except our daughter-in-law had blinked. But with the live setting, we could edit and find where her eyes were opened again...and it turned out to be a great photo!
