I just ran it through Audacity at something like close to half speed. It's pretty basic. There's probably other ways to simulate playing a vinyl at 16RPM, but that's how I did it.

That said, if pitch and speed are shifted together, then half speed is tuned down one octave. You wouldn't need to use a down tuning to get the right pitch, you'd just need an octave pedal.
