I would hope they would explore the Legion of Doom, with Gorilla Grodd pulling the strings, mostly as a background character at first. Then move to Darksied later.
Logically, Darkseid makes the most sense. I do like the Legion of Doom idea; however, I would prefer Vandal Savage to be the leader. He is immortal, has vast knowledge, and has significant resources. He is more than capable of devising a master plan to overcome the heroes.

Darkseid is the obvious one but out of the legion of doom I think either sinestro or reverse flash eobard have the potential to be most devastating. The anti monitor would be another obvious choice, but I think the best option is actually superboy prime
I don't think DC needs a Thanos because they have plenty of great villains and establishing a Thanos took away a lot from other great villains like Ultron Killmonger Obediah Loki Baron Zemo. We knew unless Thanos came in none of the OG heroes are facing a threat. I think DC should take the opposite approach of establishing smaller DC villains into bigger characters like Crime Syndicate Injustice League The Rogues Royal Flush gang Legion of Doom and they're already doing it with Amanda Waller The Suicide Squad and Creature Commandos. Developing villains alongside heroes. Definitely need to avoid any pitfalls like fighting another big CGI mess if DCEU has taught anything. No more CGI villains just practical effects animatronics and some VFX.
I do understand what your saying and with that it would be cool to see something like the legion of doom if we were doing a cumulation of villians. I also agree with your point about the cgi mess. Steppenwolf was a mess in my opinion but I think Gunn can do a better job with that. Ultimately I think there should be a big bad, but i would be fine with waiting for a while.
What a stupid question. There is only one DC villain (and I mean actual villain. Not anti-hero or cosmic entity that is technically just neutral and conducting a cosmic purpose)... That would be equivalent to a Thanos level threat. And that is Darkseid. Thanos "is inevitable"...and "Darkseid is"
