    The Bureau of Planning and Sustainability (BPS) is holding a public meeting to share recommendations in the draft rules for the Renewable Fuel Standard (RFS). This meeting will include a formal presentation from staff, facilitated Q&A, and information on how to submit official public comment.
    The public comment period on proposed administrative rules will be open through Thursday, August 13, at 11:59 p.m. you can earn more about the Renewable Fuel Standard and the proposed administrative rules on our website.
    Since interim rules were adopted on May 15, 2024, BPS has received consistent feedback from covered entities on a wide variety of implementation issues related to the RFS. This public comment period seeks input on proposed changes BPS has made to the administrative rules in response. This rulemaking process will result in permanent rules effective upon adoption.
    Background
    In 2022, City of Portland adopted a new Renewable Fuel Standard that phases in increasing blends of low carbon biofuels over the next several years. The policy will shift Portland’s diesel fuel mix to 99% renewable in 2030. Portland’s policy is unique in that it includes a Carbon Intensity (CI) Standard to shift biofuels in Portland to fuels that are lower carbon across their entire lifecycle, like fuels made from recycled waste grease.
