Just realized, tobirama has made tons of jutsus. Some of them like the shadow clone jutsu were his own versions based on his brothers Hashirama's jutsu. IE: Shadow clone jutsu being based off wood clone jutsu. What I'm getting at here is I think tobirama probably invented the water dragon jutsu based on the wooden dragon jutsu!
Another intersecting fact is that Tobirama made the shadow clone jutsu and the flying rajin jutsu in order to try to disable the sharingan making he more difficult to be read in combat
It could also be possible that Hashirama based his Wood Clone and Wood Dragon on Tobirama's jutsu. Remember that their brothers and are from the same era.
