As of Pokemon Phoenix Rising... Staryu. I'm counting it. lol It's actually among my favorite Water types. I really do think Starmie deserves a Mega evolution.

You should tell us more about your custom megas, like stats, abilities ect. It was very hard to tell the difference between mega and regular starmie in this video. Although its design was cool enough for me.
+Miss Mumargi all his stat increase but his Speed and special attack increase a lot more.
His Ability was Analytic ;)
