Rest API helps with providing the JSON format which can then be used by Hospitals to ingest the data which will be visible to their own teams and whoever else they want to see it
Access to production (live patient records) should not be accessible by development teams unless they're directly working on a prod issue. The Synthea project offers synthetic data and tools to generate your own synthetic data sets for developer use.

I dont see privacy by design. How is it possible for a developer to be able to view the raw json of medical data? Please correct me if I'm wrong
