Let's say for example I want to build wallets for a gambling site, and I wish to have a main address, liability address, customer address 1, customer address 2 etc.. If for example a customer places a bet and I want to move funds from his/her wallet to liability wallet, is there a cost for this?

Nope, They all are still separate wallets managed by single owner. It'll cost gas fee to transfer between wallets
