If Feed water temperature in Economiser corresponding to pressure maintain above saturation temperature this is the reason of steaming in Economiser. To prevent the same always maintain feed water flow as per steam flow and drum level, perform Soot blowing of water wall according to flue gas temperature.

Boiler Protection included in FSSSS but FSSS also responsible for LDO, SADC, LOTV related interlock protection.
