I prefer sorting by rate per mile because flat rate doesn't tell you that much about the profitability of the load. I would rather take 500 miles load for 1500 than a 1000 miles for 2000$(it depends on other factors as well of course).
I would try checking the TruckersReport forum (there is a trucking jobs section where you can post your job offer) and Facebook groups for truck drivers (tons of fake accounts unrelated to trucking there unfortunately). Being able to hire a person from any part of the country and provide flight ticket (for example once/twice a month) or simply allow driver to come back home with a truck (carrying a load in that direction) would make it easier for you to find solid driver.
