Hey Clifton! Sorry for reviving a dead comment. But, I'm going to go out on a limb and say it's a commutation jacket. The fabric is a darker colored jean cloth, probably fresh sumac or logwood dyed. If you take a look at his pard, he's got an RDII made from English army cloth. That'd put this image in anywhere from mid 1863-1865. As well, we know that they didn't produce any RDIII's in jean cloth.
