they bothered tuning it to 1001hp but didnt bother taking away the soft limiter :(

Maybe to keep it legal. But its also possible that they couldnt delete the rev limiter.
That make sens to me. The soft limiter exist to protect your neighborhood while standing still. It's perfectly fine, you can be a monster by having 1000 hp but you can be even civilised.
It's because the Car has TÜV and it's not allowed to remove the rev limiter in Germany ..
