Actually if you point the leader of the shield i think in some sort of way its Seth Rollins. In that time he was called ''The Architect'' and he was in the first place responsible for the betrayal and the break up of the shield. Roman Reigns was nothing more than the muscle of that group but definitely no leader.
The Shield, old Judgement day & new day didnt really have a leader & as far as the bullet club they have had multiple (Finn Balor/Prince Devitt, Karl Anderson, Aj Styles, Kenny Omega, Jay White, Evil, & David Finlay)
I read somewhere that Dean was supposed to be the leader. Around the time he would have his hair slicked backed. He had the most experience though Seth wasn’t too far behind. Roman was still new so they protected him in a sense. I agree with the theory of dean being the leader since he had won The U.S. title while Roman and Seth became tag champs.
The leader of NOD is debatable because is was Farooq initially be then Rocky Maivia (a.k.a. The Rock) when the latter overthrew the former for leadership of NOD.
