I’ve noticed all of 4.0 has been like that so far. It’s effectively made sure that no one group is monopolizing crime. My prediction is it’s going to continue to be this way until stuff becomes skill gated (like hacks and whatnot).

This is really all Marty’s fault, Marty told Langs crew that his secondary heist crew would be for the most part giving everything they get to the main group for progression hence why Yuno is saying they only need the red Dongle because Marty told them he has the other one, but because he brought X into the secondary crew, X assumes that’s his crew now and all their materials are his

Buddha himself don't really want to mix cause they'll run into the problem of who wants to join into the next step. But buddha also mention its up to a group vote but the problem is Harry and Luciano will probably agree with Buddha and Tony is the only one that might say lets combine same with Speedy. But speedy is gone and Tony is barely ever around the same time. So you basically have Harry, Buddha and Luciano. Harry doesn't care about the heist so he'll just agree with Buddha, Luciano plays off other so he'll just agree.
