Because anyone who has a carry license for their gun can carry it while they are walking their dog, cop or not. That's the law. I bring a knife with me while going out for a walk because crazy people or dogs who have chased me could hurt me but I guess that's too hard for you to understand.

Her dog was off its leash too. You can see her picking it up AFTER the fact.
