What you stated in reality should have no bearing on whether peace talks are started! As always in any negotiations each side from the outset has different demands and goals! The whole idea of peace talks and negotiation is so they can reach an agreement that each country can live with to save the lives of its people and the future of their country!
Russia withdrawing before peace talks would be crazy as they would be giving away what that would expect to negotiate away for their concerns being addressed! Which if both leaders who are in most people's minds dictators had have shown any interest in addressing eachothers concerns there would not be a war now!
US diplomats have well known and spoken in interviews about their knowledge and expectation that their involvement, interference and influence in and of Ukraine could quote possibly cause a Russian invasion since at least 2008! But they not only continued, they increased their actions with the intent most recently being to bring Russia and Ukraine to conflict inorder to weaken Russia! Even the US Secretary of Defence has been quoted as saying words to the effect of that their intention is to weaken Russia rather than to free Ukraine!

Watched a news story about a cruise missile attack from Russia on an apartment building. Now I know the Ruskies will deny it was them, but of course we all know it was them. In addition, I watched a response to this on Russian TV, they were proud of the hit and very happy about it.
I know many ethnic Russians from Ukraine and they all hate Putin and Russia. It’s worthy to note in the past they expressed admiration for Putin.
The short of it, attacking civilians does not work to win a war. You’re inflaming the hatred toward Russia, it’s leader and Russians in general.
Russia is completely hated in Ukraine, even the people who would otherwise support Russia, now hate Russia.
Being more sadistic hateful and criminal will only lead to Russia’s defeat. The tactic of killing civilians and rape and torture will not win this war.
