    For those curious:
As it turns out, this guy wasn't even aware that the baby existed, and what actually happened was the baby's mother's family was Jewish, and the grandmother feared that her daughter having an illegitimate child would damage her (the grandmother's) standing in the community. To that end, she threatened to completely disown her daughter if she didn't get rid of the baby, before basically exiling her until this blew over.
In the end, the baby does pull through (in a brief crossover with "Chicago Med"), and the grandmother is arrested in a very public, and very satisfying way. (the father plays no role in the story after this)

      You be surprised ...
As long as the hypothermia doesn't actually kill you, the human body can go into what I know it as the 'mammalian diving reflex': the colder the temperatures, the lower the heart rate, and bp becomes, as the brain chills to the point it requires less oxygen, etc, to function. It isn't quite hibernation, but the other vital organs also slow in respiration (as in cellular energy input/output), with - like the brain - reduced respiration meaning reduced oxygen demand. Rewarming has to be done slowly, as temperature, along with oxygen supply, both have to be carefully monitored, but, yes, if the circumstances are right, you be surprised, especially when kids fall into icy waters ...
... although the lack of oxygen is a double edged sword: too long, even with reduced oxygen demand, creates its own issues ...

Voight does have a heart regardless of what others say. Even people like him can have a heart. I've seen it before with other shows like NCIS special agent Gibbs and CSI Miami special agent Horatio. Anyone can do things like them and still have a heart but those who toss away a baby out into the elements is just sick. Hope remaining a big fan of Voight's as I am.

How can people do this to innocent babies when it’s completely legal to leave them safely at a hospital, church, fire station, cop station, you could just walk up to a random stranger at a grocery store and hand the child to a cashier and leave…. Why would you be so cruel? 😢💔

You cannot just randomly surrender your baby any place you please, like a grocery store. And churches are not staffed 24/7 so you also cannot surrender a baby there either.
