Greetings from Poland. Nice to see another TV archives from Ukraine. I don't understand exactly your language but I feel I understand what's going on. Could you please tell my why in Ukraine there was such need so often to share broadcasting feeds by two distinct TV stations, like UT-1 vs Era or UT-2 vs 1+1? Why they could not just broadcast separately? At least in my country public broadcaster (TVP) didn't have to share his broadcasting time with private stations in 90s o 00s. Private broadcasters like TVN or Polsat was starting right away with separate frequencies. What was the reason for Ukraine to work differently?
Well, the thing is that, on one hand, private TV stations in Ukraine did not have enough financial resources to build their own nationwide networks. At the very beginning, many today's national broadcasters were local stations based in Kyiv (TET, Novy Channel etc.), Donetsk (TRK Ukraina, now no longer exists), Lviv (Channel 24) etc. It was too expensive to spread their signal to other regions of Ukraine. On the other hand, state broadcasters (after 1991 when Ukraine restored its independence), which inherited well-developed networks built during the Soviet times, did not have enough finances to create and broadcast their own shows 24 hours per day - even with traditional night breaks from 1-2 am to 6-7 am. For them, it was OK to find cooperation with private studios who could carry the burden of content creation. For example, Era TV channel was initially a producer of UT-1's morning show, Good morning Ukraine, due to the lack of money at UT-1 itself to make this show on their own. Private TV companies could easily use national networks, which were already built - to gain maximum coverage. State TV broadcasters benefited from gaining the audience to their channels - and receiving the money from advertising (together with private TV studios). Later, at some point, state TV companies understood they couldn't afford broadcasting on their channels 24/7. So they just managed to share some amount of time on air with private channels. Or they were completely shut down (like UT-2).
Plus, another reason for this situation with sharing broadcasting feeds was that the media regulatory institution (National Council of Television and Radio Broadcasting of Ukraine) tended to split frequencies between different broadcasters, each of which wanted to have its own piece of airing time. However, amount of frequencies is (and was) limited (especially during the era of analog broadcasting). Sometimes there were rival stations broadcasting on the same channel, e.g. TET and TRK Kyiv in 1995-2003 (on UHF channel 30 in Kyiv). TRK Kyiv belongs to Kyiv City Council (therefore, it’s an official voice of the mayor of Kyiv, in the late 90s and early 00s it was Oleksandr Omelchenko). TET was property of the Surkis family, the owners of FC Dynamo Kyiv and opponents of the then city administration. In most European countries, there were maximum 5-6 channels broadcast via analog (till its switchover in late 00s-10s - e.g. in the UK, there were BBC One, BBC Two, ITV, Channel 4 and Channel 5 - the only channels with analog national coverage; in Spain - TVE 1, TVE 2, Antena 3, Cuatro, Telecinco and LaSexta; in France - TF1, France 2, France 3, Canal+, France 5 and M6). In Kyiv (and in the rest of Ukraine) there were 16 channels on average (by the time when Ukraine also switched from analog to digital). That is why in Europe, I think, there was no need to split broadcasting frequencies between several TV stations.
