Just to give perspective, as of 2019, there are 58 players in ATP with height 5'8" and below. Diego Schwartzman is 5'7' currently rank 14th. Philippine's top rank players are around 5'8" but the highest ranks are 1620 and below. Height is not an issue. If you're small you have to compensate with speed. Jeson may need to lose more weight, not sure if that's sufficient to be an elite but it will sure help on speed department. To be in top 100 (elite), it will be a combination of things. There's only one Michael Jordan, Roger, Nadal, Pacman. Even if their opponents practice 8 hrs a day, eat right, get the best coach, etc, they cannot match elite players. It's in the genes/DNA: physically fit, high IQ/EQ, solid fundamentals, hard work, and right environment. Don't blame the government. Even with full support on basketball we can't send somebody to NBA. If you love tennis but don't have the genes to be a world elite, just use talent to get college scholarship to get decent living after 30s. At some point, one will emerge and I hope to follow the path of Kei Nishikori. IMHO.
Schwarzman is 5'6 with shoes maybe 5'7.. as the best of shorter players he could beat 9/10th or 90% of the top 100 in 1v1 win to loss ratio. However the top 10 which are top bigger guys he struggles and needs them to make way more mistakes to beat them. This is because his service game is at a disadvantage, his groundstrokes are no problem though.
philippines doesn’t have the system and government support to send someone to nba or any world class league. to make it to the big stage, they need connections and the right support team around them. if japan could send a short player to the nba, whom terrence romeo owned in their fiba asia match then that just showed we can compete. another example if pacquiao didn’t meet freddie roach and signed with bob arum, he wouldn’t get the opportunities for those high stakes title bouts. talent alone is not enough, it’s who you know as well.

What local govt can do is build more public facilities for public to use and maintain them well. also, instead on relying on govt, rely on private companies. tournament organizers collaborate with businesses for tournament sponsorships. lastly, invest on leadership program, get qualified leaders who can transform citizens dreams into reality.
That’s no excuse. Japan is smaller in terms of size and yet they have some of the strongest players. This guy just enjoys his crispy pasta and red horse a little too much, otherwise he’d have condition his body and mind better. If you really want something, you have to go get it, give it your all. He missed a lot of easy volleys, even his returns was lacking. Sure the other guy was serving 100+mph serves, but he also had a lot of second serves that could have been an easy return for this local player. He needs more practice. You can’t use country of origin as an excuse.
