He is subtracting both sides, not adding them. A double negative is positive, so negative 28 turns into 28 and you subtract seven from negative 36. This turns into what he wrote down.
he didnt say that because thats not valid it must've been subtracted or added a negative, but -28 plus +15 is not equal to 43, but -28 plus -15 is, you mustve mis-seen.
The reason for that is 15-(-28) if you remember the sign rules they'll be added to each other the minus sign next to 15 can also be considered negative or minus what ever you call it, but one thing for sure is that if both two negetive sign face's each other the number beside them should be added and remain as negatives. Yes the sign beside 15 is the arithmetic operation which is called a minus sign, and they really not that far from each other cause they can be either called a negative sign or a minus but we usually refer minus as an arithmetic operation and an negative to to identify if its a negative number.

i have an equation 3.1b+3.25a (less than or equal to) 2969 2.15b+2.75a (less than or equal to) 2264 how do I go about finding a common product in these numbers? :(
I'll try to explain it. so he was multiplying the top equation by 3 and the bottom one by 7. so he wasn't multiplying 5y and -4y, he was multiplying 5y and 3 to get 15y. and for the other confusion, he wasn't multiplying -12 and 1, he was multiplying -12 and 3, making it -36
If you still need to know, it's because he was subtracting the top numbers from the bottom. So if you put in a calculator 15 - (-28) you will get 43. If you are subtracting a negative you add the numbers and change to a positive.
He added a negative sign for the whole bottom equation which would technically look like this 15- -28 and because two negatives equals a positive its 43. The way he wrote it looks confusing but its supposed to be a negative -28 and there's already a subtraction sign in between.

Why do i need to add a parantheses in my calculater to get 43 ? If i do it the basic way it gives me -13
The parentheses tell your calculator what to do first. Without them it might mess up the order and give a different answer

if you subtract a negative, its just adding the number. for example, 25 - -1 = 26, or you can just do 25 + 1.
