I wish the video game royal rumbles had teammates work together instinctively instead of randomly attacking one another. I also wish the devs would create the option of tag partners in the rumble match be able to betray their partner. Like a "throw partner over rope" button. And wrestlers actively in feuds with one another should target each other in the ring.

Well, the Rumble only takes place once a year and mostly gets used to drive a story, elevate a new top star or add to the record of existing stars. Hogan and Cena won multiple rumbles, which is pretty rare, the Rock only ever was in like 4 Rumbles since his full-time career was so short, and he was in the final 3 of like 3 of these. Undertaker didn't really need more wins since he was a big star either way.
Why have HBK and Hogan twice but not have Triple H twice? Or have Austin three times? I understand it only having 30 entries. Could've easily had Chris Benoit replaced at number 30 since his accomplishments are completely buried. Could've used Triple H or Austin take the 30 spot. But that's my opinion. Not crapping on it. Tremendous Royal Rumble. But I think the 30 entry could be different.
