So in the Flynn case it is argued by many prosecuter that it's a corrupt pardon and could be ignored by the judge in his current case. Refering especially to Glenn Kirschner who states the judge has some options.
The pardon power needs to be removed from the president and a committee created to grant pardons. Like here in Canada, anyone can apply for a pardon and if they meet the guidelines they can receive one. A committee greatly removes the possibility of corrupt or bribed pardons.

Okay here...This is not a opinion it is Constitutional Law Federal pardons in the United States.. A federal pardon in the United States is the action of the President of the United States that completely sets aside the punishment for a federal crime. The authority to take such action is granted to the president by Article II, Section 2, Clause 1 of the U.S. Constitution. A pardon is one form of the clemency power of the president, the others being commutation of sentence, remission of fine or restitution, and reprieve. Under the Constitution, the president's clemency power extends to all federal criminal offenses.[2] All requests for executive clemency for federal offenses are normally directed to the Office of the Pardon Attorney in the U.S. Department of Justice for investigation and review,[3] but the president is free to bypass that office.[4] A pardon does not take effect if the beneficiary of the pardon does not accept it.[5] The president's pardon power is limited to federal offenses; the Constitution only grants the president the power to pardon "[o]ffenses against the United States."[6] An offense that violates state law, but not federal law, is an offense against that state rather than an offense against the United States. So.. He can pardon Federal crimes But not State crimes like Fraud, Tax evasion, or Law suits ..Those are beyond a Pardon. They are State level crimes..The law states it clearly. Considering that nearly half of America believes that Trump is guilt free, then pardoning him would be a popular decision with that crowd. That act would make Pence a hero, and within that base, Pence would have a free ride. That is why Pence would pardon a resigned President Trump.
I think you underestimate Pence's loyalty and the Trump party's ability to not consider actions crimes if they benefit Trump. Pence would continue to work with Trump on his campaign so he would have no fear for what it would do to his career. And once Trump's second term is over, Pence can have his blessing to be President. With 4 years of Trump praising Pence, his reputation might be regenerated.
You say “before a crime has been committed.” Don’t you mean before he has been charged for having committed a crime? Otherwise the pardon would essentially allow the person to then commit a crime without the possibility of prosecution - certainly not what the framers or any reasonable person would consider just or prudent.

The Answer in NO. To be issued a pardon, a person has to be first convicted of a crime and sentenced. Only the sentence can be commuted by a pardon. The conviction stands and cannot be quashed. If a person accepts a pardon, they are admitting guilt to the offense. So if they pleaded not guilty in court and were found guilty, they would be changing their plea too. And under the consitiution, a person who is convicted of a criminal offense cannot stand for public office. Right now there are 13 indictments facing Trump for when he ceases to be president. If just one were successful, he could never be in politic office again. No loss.
