It always surprises me how bad chess players, even GMs, are at time management. if you're choosing between 4 moves whose evaluations are like 0.15, 0.16, 0.18, 0.16, then the time you're spending on the decision is probably completely wasted. yeah, you probably don't know the exact evaluation but you know that it's more than likely a very close call. so it's just a waste calculating some long variation that, at best, might increase the evaluation by like 0.03. Instead, time should be spent when the seconds matter. when you must find the right move to survive, or when you might have an opportunity to win outright if you find the right moves. Time spent here has far more impact on your winning chances.
I’m happy when I go up against someone who’s just playing very fast because I almost always gain an advantage then just trade into a winning endgame if I get low on time.

Unless your friend is stockfish I would say that if played well the Dutch can be a very good opening. Usually if you are below 2000 it’s not your openings that are the problems if you are trying to improve. Tactics training and a little bit of endgames knowledge + opening principles should get you to at least 1800. Only after 2000 start studying 12+ moves of theory and different lines. Just my opinion though Ofc. Also try chessly
