Mr. Clean, you are right, Bill's B3 does have footbedals, as many models of Hammonds do, BUT Bill uses his left hand on the bottom of the lower manual for the basslne. I've not only seen him do this, but talked to him about it too. Also, while some players use the footpedals in a jazz/blues setting, most do what Bill does for the bass, but may add the occasional pedal note for emphasis.
Jamming with a little jazz influence. Jimmie is smoother and much more laid back than SRV. More traditional too. The B3 player does all the bass with his feet, no bass guitar player.

Actually Bill, the organ player, uses his left hand for the bass on the lower manual of the organ, not his feet.
