I just noticed that whenever King Ghidorah attack using Gravity beams, it's Kevin (San) who always the last one to attack and always has the second thought among the heads.
You can see the pecking order of the heads from the fight in the movie at 1:45:25 when Ghidora counter-attacks Godzilla... the middle head bite attacks first, then the head on the right and then the head on the left.
Reason for sans raw nature in godzilla vs Kong 2021 is beacuse ghidorah heads once ripped keep memories and same memories are transported to growing head, but memories are also kept on skull being ripped already, and beacuse of that san had real sense of grudge and desire to kill godzilla as revange for his brothers, beacuse of other head not being destroyed, hopefully, skull with clear memory and fairly entire skull can actually hold cells that regrows most body parts and can actually regrow whole body, so san may actually return but not now for grudge, since he doesn't have to be bothered by his brothers he can be curious again, he might regrow new heads with their own new personalities and he might teams up with godzilla, mothra, Kong and others against something like mecha ghidorah or even destroyah in future
