This doesnt looks like a 1990 C15... The steering wheel looks 2000ish later model, diesel engine also looks of the same later 2000 period...

You should be getting 7liters/100 kms.
It seems as you are pulling too much for the revs, use the Diesel torque.

This doesn't look like a 1990. The DW8 engine wasn't introduced until 2000 and the interior looks late model too.
