We can use these in the Illinois "sanitation" ship cannel - cannot see more than 2 feet - local rain and sewer run off fill it - a mess easy eaten by zebra mussels?

Unfortunately no. Zebra mussels consume plankton, microscopic organisms. Some plankton may be able to ingest the sewage but there are some concentrations of sewage so high that even most plankton cannot deal with consuming it. Zebra mussels are also intolerant of low oxygen environments and so eutrophic conditions (when water nutrients are so high that the rate of reproduction causes a spike in death, thus a spike in decay, which robs the water of oxygen) are something even zebra mussels cannot deal with.
That's not to say eutrophic conditions are a good way to deal with them, since it will also kill everything else in the water that also uses oxygen, all fish, gastropods, worms and other organisms that are needed for the healthy function of the local ecology. Zebra mussels also cannot consume certain kinds of blue-green algae that produce their own toxins as a means of minimising predation.
