Actually, the first film is the first offense with this. A majority of the Decepticons don't' show up until the third act and are all killed off. Though the rest make it worse. Shockwave, GODDAMN SHOCKWAVE, gets barely any screen time and is offed instantly. AOE I can't count because the Decepticons are barely in the film, and the only recognizable ones are Stinger(barely) and Galvatron. TLK the most egregious. Technically, there were only 4 Decepticons they had to work with (as Megatron and Barricade were already established) and each one was forgotten. Meanwhile, this film had to deal with 8 unestablished characters(13 if we count the Autobots). And even the briefest ones, Bonecrusher had only 1 minute of screen time, were memorable, because they had something to do. Meanwhile what did Mohawk and Onslaught do? die and be funny? What does Bonecrusher do? goes toe-to-toe with Optimus on the highway, with an interesting robot mode. Lesson: if you're going to establish notable characters, even if it's brief, give them something to do and make them notable.

Just the simple intercutting between credits, and end scenes with the music layered on top is just perfection. I think that's also why this is so popular and memorable, and why Starscream is so cool here.
