Control isn't the right word. More of an understanding and respect for each other. And it goes both ways. Not just for the sexy stuff either. If I'm about to walk out the door with my fly unzipped. I'd want her to say something. Or if I'm wearing something that isn't appropriate for where we are going.
As for the sexy stuff. It depends on the couple (both have to be on the same page having discussed it though). Some people are cool with flaunting and showing off a little. "Hey! Look at what I get to go home with!" And others prefer to be a bit more reserved. Nothing wrong with either as long as those involved are comfortable with it.

In my opinion, I wouldn't call it control, but instead making a request. For example, I may occasionally request my woman to wear a particular pair of shoes that I want to see on her. I know so many younger ladies that think like this and they are still single.
But you already do have complete control. Both the man and the woman. For the man it starts with the choice you make when deciding what woman you start a relationship with. And for the woman the choices you make determine how people perceive you and therefore the type of person that will choose to interact with you.
