The reason why they said that dont help a caller about a alternate situation because it could be an alternate trying to lure people so it can kill them
ive also seen a suggestion that, since alternates often disguise themselves as/alter media, the clip telling law enforcement not to respond to distress calls involving alternates was in fact fabricated by an alternate to spread hopelessness and fear amongst civilians who see the tape as theyd be more likely to not even bother trying to save themself/be more likely to die by suicide
