To avoid any cause of delay the members on the floor may file or move a motion to dispense/suspense the reading of the previous minutes of the previous session and second as expected. And upon stating the motion better to say for example "Motion to accept the the previous minutes of the the previous session" after seconding the motion the chair may ask if there are omissions, clarifications, and insertions to the minutes if hearing none the motion is approved. Seconding the motion needs not to call the attention of the chair as to be recognized, it may be done after presenting the motion in the table. Before reading and approval of the agenda the presiding officer may recognize or accomodate any visitors. Afterwhich the secretary may read the agenda presented and the Chair may call for a motion to accept the agenda then second, always remember that discussion only follows after a motion is being presented in the table and seconded by any member of the floor. And never forget to provide chair and table for the majority floor leader 😁. And during the discussion if one agendum seems to be in a vulnerable situation any members may move to lay the agendum on the table "motion to lay on the table" that means it will be discuss for the next session. Then for the next session that agendum shall be included in the agenda entitled as Unfinished Business. Other Matters should always be part of the agenda...in order for the members to discuss things that was not included during the agenda proper. Pls be guide of the Roberts Rule Order Newly Revised of Parliamentary Procedures in Handling Business Meetings.
