You have to first complete 2 other world quests to unlock this quest. Since the NPC isn't there you probably haven't finished these quests.
First complete Fontaine world quest "Danger Lurks Everywhere in Fontaine". This will unlock the Chenyu Vale world quest "Qiaoying of the Sacred Mountain" which you also have to complete in order to unlock "Qiaoying, the Village of Many Tales".
