I used to mod Vice City and San Andreas quite a lot back in the day, so i'll try to explain what it is you're meant to do. Forgive me if there's anything wrong here, it really has been a long time. Basically what you'll need is a PC, IMG Tool, a Mod and the PC version of Vice City. you have to find within the games files a file called gta3.img or something like that and open it with the IMG Tool. Download the mod and it should tell you what to do with the IMG Tool. Hope this helps!
