For anyone womdering, it only glows if you have not yet liked a video, and after it does glow a certain amount of video time (I think 3 minutes) before the words will trigger it to glow again.
according to others, it has a cooldown. i'm considering making a 15 minute video of me just saying "like button subscribe button share the video" over and over.

if its already liked then it doesn't glow

Well it’s probably as soon as the video gets auto generated captions so UA-cam knows what you’re saying, not sure though just a speculation
