Superman would win over Homelander for one superman is way more powerful. That and even if it wasn't for the power differences. Superman actually knows how to fight, Homelander has never had to test himself against someone his own size, well Superman is used to fighting other superpowered enemies and even enemies stronger than himself.

Hands down Superman will win. Homelander is strong, but his powers has visible limits. Superman is so powerful, he doesn't even know how powerful he is. The only thing he knows is that when a situation arises that he has to really get a lot out of his abilities, he always seems to be able to do it.

The one contingency you're not accounting for is anyone else showing up. This plan to neutralize Homelander is based on him being alone, which cannot be guaranteed.
Oh, and while Superman totally outclasses Homelander by every measure of power, I think what would wind up happening is that Supes would just stand there and give Homey a well-deserved lecture on the responsibility of using his powers responsibly while Homey beat himself into exhaustion trying to hurt Supes.
In essence, Superman would allow Homelander to defeat himself by showing him through complete inaction on his part how weak Homelander truly is.

I did a stream years ago of Superman vs Homelander. Homelander was annihilated. If I were you, I would put Superman in as a final contingency if all else fails, the second he gets close to killing someone, is when Superman comes in.
