I don't think it's strange, Suleiman ( in the series) loves to play mind games with people so he probably gave him so much power as a test so he could see what he'd do with it. Ibrahim is a very smart man who's very diplomatic and he hides a lot of his bad deeds and his arrogance from Suleiman. Suleiman however has picked up on this and he decided that the only way to really understand who Ibrahim is to give him as much power as possible and watch the end result.

I thought the same until you look at the historic dresses women would wear. If you research the clothing worn by sultanas in the Ottoman empire era, this is what they would have worn. It was so the sultan felt excited or aroused when seeing his wives. You may have noticed that the concubines and servant do not wear revealing clothing and this is because the sultan has not noticed them or they are not important in the Palace. It all is centered around the sultan happiness and desires. I was really surprised when I research this as it literally contradicts the teaching in the Qaran but sultan were powerful men and human, so it not that surprising that they ignore those areas of their faith.
They adapted the costumes so that it will be more appealing to the western and more like french/English attire. I'm glad they did so, I love the dresses 😄
