Honestly, I don't have the expertise in Visa consulting. Every Visa officer has to follow Section 214(b). Section 214(b) is part of the Immigration and Nationality Act (INA). It states: Every alien shall be presumed to be an immigrant until he establishes to the satisfaction of the consular officer, at the time of application for admission, that he is entitled to a nonimmigrant status… There are multiple reasons why Visa might have been rejected it is very hard to say, and it is super frustrating when they don't provide a reason. Sometimes, it might be the university's reputation, or sometimes the visa officer himself would be not in a good mood (this can happen). You can try again in a different city and don't lose hope. These things are hard to control. Nowadays, many countries have recognized the value of educated Indian students, and they have opened their doors too. Wish you all the best!
