There's no such a thing as "permanent banner", you can find them in the store's daily rotation when you want to buy them, maybe come again for reconstruction, but they can't be bought normally.

as a league of legends player from 2009 to 2016 heading to overwatch till 2023 while continueing league. I'm happy to say that i'm switching over to Stirnova and marvel rivalz. The monetization systems and greed of wokies taking voer riot and blizzard while firing the gamers for SA has left the game stal, terribly unbalanced then ever before and not fun to play as or against with champions like bel veth, briar, kayn, viego,yone, ksante being a big problem.
I'm having more fun in both marvel rivalz and stirnova reminding me of the more fun times with S4 league and Gunz the duel.

There are pro players with lvl20. Players with lvl50 who doesn't even know how to fucking glide or string for better movement speed/evasion and suck at aiming. Level doesn't mean anything.
