The information is all freely available via the freedom of information act (even the amount and what research was conducted in Wuhan and surrounding labs.)
The US closed Fort Detrick due to safety concerns and knowing the work could never be done safely.
They shipped it all off to cheap China where it could be done cheaper.
The Chinese carried on the work at BSL 2 conditions while ignoring the signs.
