for bending planks on a budget, I've used a cup of tea. Just steam the planks before hand, makes some tea and attach the planks to the cup with laundry clips. Careful, it might still break when you fasten it, so bend gently and slowly. It might be too extreme of a curve for the bow, but that's not a problem since it will straighten easier than it bended.
