Doesnt the Large one have rod-holders?

I have just been given one of these as a gift, I am delighted with the quality and practicality of the bag.
I'm puzzled as to what the two loops are for though (the upper Velcro one and the one directly below it) not the one for scissors.
Could anyone tell me please?

I’ve purchased 3 one of each size for different fishing uses. The medium which has been used just 3 times the zip doesn’t close! I am most dissatisfied as I also use lots of the Savage gear range. Rods, lures, bags, clothing etc....I wonder if you will read this and react by contacting me?
